Residential tenancies in Chittagong are governed by the same national framework as the rest of Bangladesh: the Transfer of Property Act 1882 and the House Rent Control Act 1991. The 1991 Act entitles a tenant to a written agreement and a rent receipt, empowers the Rent Controller to fix a fair rent where the amount is disputed, and forbids a landlord from demanding any premium or salami over and above the agreed monthly rent. Advance rent is limited by law to one month, although two to three months is commonly requested in practice for sought-after flats.

For any lease exceeding one year, registration under the Registration Act 1908 is required to make the agreement enforceable, and stamp duty is payable, though in Chittagong both the duty and the underlying rents are markedly lower than in Dhaka. A sound Chittagong rent agreement therefore records the fair monthly rent, the one-month advance, each party's responsibility for utilities and service charges, the notice period for vacating, and a clear inventory of fittings, so that either side can rely on the House Rent Control Act if a dispute reaches the Rent Controller.
